How Council PCN Appeals Work

Regardless of which council issued your PCN, the appeal process follows the same statutory framework under the Traffic Management Act 2004:

  1. 1 Informal challenge (optional) — Write to the council before the NtO is issued. No risk of losing the early payment discount.
  2. 2 Formal representations — After receiving the Notice to Owner, you have 28 days to submit formal representations to the council.
  3. 3 Tribunal appeal — If rejected, appeal for free to London Tribunals (London) or the Traffic Penalty Tribunal (rest of England & Wales).
